I take some level of safety for granted, thank you

Sorry, but no. This does not happen to everyone. If I'd been "mugged a few times," then I know that I'd consider moving. Maybe I'm being practical, or maybe I'm just spoiled rotten for living in the United States. Though, I agree with this gent that a gun might have helped. ("The only thing that guy should have done was get himself a gun.")

The commentary on the BBC site about safety and moving from South Africa to Canada was spurred by a white man applying for asylum in Canada on racial grounds.
